Building laptops is really hard. You have to buy a computer with a motherboard that supports a fast CPU and lots of RAM but doesn't have it. You pretty much buy a cheap version of a laptop and make it into the expensive version. Except you're left with an extra CPU and a stick of ram. And no one wants a not-so-powerful mobile used CPU, they always want the good ones, which you're going to be buying. I personally think laptops are to be bought and desktops are to be built.

Its stupid but there is no standard for building laptops. The only way to get a laptop is to buy it from a manufacturer.

A home built desktop can be faster, cheaper, and more fun than a store bought one but you need to know what you are doing.

You must have not done enough research, because you really cannot build a laptop like you can with a desktop. The parts are all proprietary. There are some DIY kits (Do It Yourself) but these are basically barebones kits where you just add the CPU, RAM, and Hard drive and they're not really any faster or cheaper than just buying a laptop with the same specs elsewhere.

If you want a gaming laptop, I suggest you look at Alienware. If you're on a budget, I suggest you look at Asus.

No, you can not. An OEM version is shipped with a computer, and is tied to that computer for life. You cannot legally install that copy of Windows on any other computer, EVER.

Anyone who tells you anything other than that is wrong.

After an OEM software license has been installed on a PC, the license may not be installed on another PC. However, the entire PC may be transferred to another end user along with the software license rights. When transferring the PC to the new end user the software media, manuals (if applicable) and Certificate of Authenticity must be included. It is also advisable to include the original purchase invoice or receipt. The original end user cannot keep any copies of the software
